You pay your PTCL bill every month. Tucked inside it is a small slice of advance income tax that you can usually claim back. Most people never do, because they don't have the paperwork when return season arrives.

That paperwork is your PTCL tax certificate, officially called the Withholding Tax Statement. This guide shows you how to download it online in a few minutes, and how to use it in your FBR return so the tax PTCL collected counts in your favour.

What Is a PTCL Tax Certificate?

A PTCL tax certificate is an official statement from Pakistan Telecommunication Company Limited. It shows the total advance income tax collected from your bills during a period you choose.

It usually covers:

  • Your landline bills
  • Broadband and internet bills
  • EVO and CharJi services

You may also see it called a PTCL withholding tax certificate, PTCL tax deduction certificate, PTCL income tax certificate or PTCL tax paid certificate. They all mean the same document.

Think of it as a receipt for tax you've already paid to the government through PTCL. It's proof, and proof is what makes a claim work.

Why Does PTCL Deduct Tax From Your Bill? (Section 236 Explained)

PTCL collects this tax under Section 236 of the Income Tax Ordinance, 2001, which covers telephone and internet users. The company collects it from you and deposits it with the Federal Board of Revenue (FBR). That's why PTCL is called a withholding agent.

Under the TY2026 withholding rate card published by KPMG Pakistan, the broad picture is:

Landline: 10% on the part of a monthly bill above Rs. 1,000.
Internet and mobile services: 15% of the bill or amount.

A quick example. Say your landline bill is Rs. 3,000. Only the amount above Rs. 1,000, which is Rs. 2,000, is taxed at 10%. That's Rs. 200 for the month. Over a year, that adds up.

The important part is that this is advance adjustable tax, not a final cost. It gets credited against your annual income tax liability. If you've paid more than you owe, the excess can be refunded.

Why Should You Download Your PTCL Tax Certificate?

Here are the practical reasons.

1. It lowers your tax bill. Tax deducted on your PTCL bill can be adjusted against what you owe when you file.

2. It can create a refund. If your total advance tax is more than your final liability, you can claim the difference.

3. It backs up your return. If FBR asks questions, the certificate is your evidence.

Salaried people often assume their employer handles everything. Your employer usually adjusts only the tax it deducted from your salary. Tax collected by PTCL, banks, electricity companies and others generally has to be claimed by you in your own return.

Who Needs a PTCL Tax Certificate?

You'll want one if any of these apply to you:

  • You're filing an income tax return for Tax Year 2026
  • You have a PTCL landline, broadband, EVO or CharJi connection in your name
  • You run a business or shop with a PTCL connection
  • You want to claim a refund of advance tax
  • Your accountant or tax consultant has asked for your withholding statements

If the connection is registered under your CNIC or NTN, the tax belongs to you. If it's under a family member's name, the tax belongs to that person.

What Do You Need Before You Start?

Have these ready. It takes two minutes to gather them and saves a lot of frustration.

For landline and broadband:

  • Service type (Landline or Broadband)
  • Area code (for example 051 for Islamabad/Rawalpindi, 042 for Lahore, 021 for Karachi)
  • Your phone number
  • The Account ID, printed on the front of your PTCL bill
  • The tax period you need

For EVO and CharJi:

  • Your MDN (mobile directory number), without the "92" prefix
  • The ESN or ICCID printed on your device
  • Your CNIC or NTN
  • The tax period you need

Method 1: Download Your PTCL Tax Certificate From the Website

This is the most reliable route, and it works on a laptop or a phone browser.

Step 1. Open the PTCL Withholding Tax Statement page.

Step 2. Choose your Service Type. Landline and broadband users pick the landline/broadband option. EVO and CharJi users pick that option instead.

Step 3. Select your area code from the dropdown.

Step 4. Type your phone number without the area code.

Step 5. Enter your Account ID exactly as it appears on your bill.

Step 6. Select the period. For Tax Year 2026, the dates run from 1 July 2025 to 30 June 2026.

Step 7. Type the captcha shown on screen.

Step 8. Click Inquire Tax. Your statement will appear. Save or print it as a PDF.

Tip: Choosing the wrong dates is the most common mistake. If you want the full financial year, set the start to 1 July and the end to 30 June. Otherwise your total will look too low.

If the captcha doesn't load, refresh the page, switch from Wi-Fi to mobile data (or the other way round), or try a different browser.

Method 2: Get Your Certificate on WhatsApp

Want the fastest route? Use PTCL's WhatsApp service.

  1. Save 0331 2181218 in your contacts as "PTCL."
  2. Open WhatsApp and send "Hi."
  3. Wait for the automatic menu to appear.
  4. Choose Tax Certificate.
  5. Select the period you need, for example Tax Year 2026.
  6. PTCL sends your certificate as a PDF in the chat.

This works best when the mobile number you're messaging from is registered with PTCL. If it isn't, or you get an error, go back to the website method.

Only use the official number, and never share your CNIC or bill details with anyone who contacts you first. PTCL will never need your password or a one-time code to send a tax statement.

Method 3: Certificates for PTCL EVO, CharJi and Flash Fiber

Wireless and mobile broadband users often don't realise these services carry withholding tax too. The process is a little different because there's no traditional landline number.

  1. Open the PTCL tax inquiry page.
  2. Select EVO/CharJi as the service type.
  3. Enter your MDN (10 digits, no "92").
  4. Enter the ESN or ICCID from your device or SIM packaging.
  5. Enter your registered CNIC or NTN.
  6. Choose the tax year.
  7. Complete the captcha and click Inquire Tax.
  8. Save your statement as a PDF.

For Flash Fiber and other broadband connections, start with the landline/broadband option using your Account ID. If the system doesn't accept your details, contact PTCL customer support and ask which identifier your connection uses.

Method 4: Request It by Helpline or Email

Sometimes the online tools just won't work. Maybe your details don't match, or the system shows no data. In that case:

  1. Call the PTCL helpline, 1218.
  2. Explain that you need a withholding tax statement for a specific tax year.
  3. Keep your CNIC, account details and recent bill ready.
  4. Ask for the confirmation or reference number.

You can also visit a PTCL customer service centre in person. Bring your original CNIC and a recent bill. This is useful if the certificate shows the wrong name or CNIC, because a system-generated statement can't be corrected online.

How to Claim PTCL Withholding Tax in FBR IRIS

Downloading the certificate is only half the job. The value comes when you enter the amount in your return.

Here's the general process:

  1. Log in to FBR IRIS with your credentials.
  2. Open your Tax Year 2026 income tax return.
  3. Go to the section for adjustable / withholding tax entries.
  4. Find the line for Section 236, telephone and internet.
  5. Enter the total tax amount shown on your PTCL certificate.
  6. Add the PTCL connection details if the form asks for them.
  7. Check the total, then submit the return.
  8. Download your acknowledgement and keep it with your PDFs.
Important: The layout of IRIS screens changes from year to year. If a label looks different from what's described here, look for the Section 236 or telephone/internet head. The amount should match your certificate exactly.

Can I Claim Tax From a Connection in a Family Member's Name?

Usually no. The tax is credited to the person whose CNIC or NTN is registered on the connection. If the bill is in your father's name, the claim belongs to him.

If the connection should be yours, ask PTCL about transferring it into your name. From then on, the tax will be recorded under your CNIC. Speak to a tax consultant before making any transfer purely for tax reasons.

Filer vs Non-Filer: Does It Change Your PTCL Tax?

For many taxes in Pakistan, non-filers pay much more. Section 236 has historically worked differently from other withholding provisions, and the published rates for landline and internet services don't follow the usual filer/non-filer split in the same way.

Common Problems and How to Fix Them

My certificate shows no data.
Check the dates. Then confirm the Account ID and phone number match your bill. If the bill is in someone else's name, the data is under theirs.

The system says my details are wrong.
Re-enter the area code and number separately. Don't type the area code twice or add a leading zero where it doesn't belong.

The captcha won't load.
Refresh, clear your cache, or try a different browser or network.

The amount looks too low.
You probably selected only part of the year. Re-run the search for 1 July to 30 June.

The CNIC or name is wrong.
Visit a PTCL centre with your original CNIC and request a correction. Don't file with an incorrect certificate.

WhatsApp doesn't reply.
Make sure you saved the correct official number and sent "Hi." If nothing comes back, use the website.

The tax amount on the certificate doesn't match your bills.
Add up your monthly tax lines from your bills. If there's still a mismatch, call 1218 and ask for a review.

PTCL Tax Certificate for Previous Years

Need certificates from earlier years, for a late return or a refund claim? On the same PTCL tax page, choose the earlier tax year's dates. For example, Tax Year 2025 runs from 1 July 2024 to 30 June 2025.

If older periods don't appear online, contact PTCL customer service. Keep your old bills too. They're useful backup if a system record is missing.

FBR Deadlines and Penalties for Tax Year 2026

The return deadline for Tax Year 2026 (income from 1 July 2025 to 30 June 2026) is 30 September 2026 for individuals and associations of persons. Companies with a June year-end generally have until 31 December 2026.

There has been talk of an extension. ProPakistani reported that tax bodies have asked FBR for more time because of portal problems. A request is not an announcement, though. Treat 30 September as final, and check FBR's official website for any notification.

Missing the date can mean:

  • Late-filing penalties
  • Loss of ATL status
  • Higher withholding rates on future transactions

Can I File Without a PTCL Tax Certificate?

Yes, you can file without it. But you may lose the credit for the tax deducted, or you may struggle to defend the claim later. It takes only a few minutes to get, so it's usually worth having.
