The list matters because Pakistan's withholding system prices it. Banks, employers processing contracts, car buyers and sellers, property registries, telecom operators — prescribed persons check the ATL before applying withholding rates, and the non-filer rate on most transactions runs at roughly twice the filer rate under the Tenth Schedule of the Income Tax Ordinance. Off-list status therefore taxes you twice daily: once at the transaction level, again in credibility whenever someone screens your record.
